an early traffic warden?


One of those old postcards that has a few intriguing details on closer inspection.  This one shows the university and the Matthiaskirche ( St Mathews Church) in Breslau, then in Germany, now in Poland.  Is that a cop walking up to the three dudes in the car?  In the early days of motoring there were few regulations governing cars except that drivers were usually required to drive in a manner so as not to frighten the horses.
